A county that checks wells at sale
Baltimore County has its own well rules in addition to the state’s. The county code requires a seller to provide a well that meets chemical quality standards and a minimum water yield before a property is conveyed, unless the buyer signs a waiver. If you’re selling, a pump that can’t keep up or water that fails the test becomes a deadline.
Rock and water
Most of northern Baltimore County is crystalline Piedmont rock, with water stored in fractures. Valleys cut into marble, such as around Cockeysville, behave differently: more water in places, and harder water. The county, the Maryland Geological Survey and the USGS have studied Piedmont groundwater here for decades, and radon in well water is a known Piedmont issue.
Typical calls
Pump replacements and pressure tanks before listing a house, low-yield troubleshooting, softeners for marble-valley water and neutralizers for acidic water.
Permits and rules
In Baltimore County, wells are permitted and inspected by the Department of Environmental Protection and Sustainability (Ground Water Management), not the health department. Sale rules: county yield and quality requirements (Baltimore County Code §§ 34-2-102 and 34-2-104) plus Maryland’s statewide testing requirement.

Local answers.
What does Baltimore County require when I sell a house with a well?
The county code requires the seller to provide a well that meets water quality standards and a minimum yield before conveyance, unless the buyer waives those requirements in writing on the county’s forms. Maryland’s statewide rule adds water quality testing by a State-certified lab before settlement.
My well failed the yield test. Does that mean a new well?
Not always. A worn pump, a bad check valve, a leaking line or a pump set at the wrong depth can make a well look weaker than it is. Rule those out before paying for a new well.
Who permits wells in Baltimore County?
The Department of Environmental Protection and Sustainability’s Ground Water Management section.
